 On February 9th, LADWP announced a Workshop scheduled for Wednesday February 22, 2006 to obtain additional input from "stakeholders" on its Solar Incentive Program. The meeting will be held at 111 No. Hope St., Room 1555. The revised Guidelines for the remainder of FY05/06 (July 1, 2005 to June 30, 2006) can be downloaded at http://www.ladwp.com/ladwp/cms/ladwp007731.pdf.
On July 12, 2005 the Department attempted to gain Board Approval of a set of revised guidelines with only 72 hours notification to its stakeholders, and agreed to withdraw the guidelines before the Board could vote on them.
There are a number of revisions to the guidelines which the Los Angeles Neighborhood Councils have proposed and a number of revisions that the Department has proposed on their own initiative. One of the more important changes is a rebate calculation methodology that is based on system electricity generation as opposed to equipment capacity. Orientation of the PV modules is now taken into account.
What is perhaps most important is what the workshop may not discuss: (1) the available funds remaining in FY05/06, and how monies were spent since July 1, 2005, (2) How much money has been spent by the Department on their own PV projects, which typically cost 4X to 15X customer installed projects, and (3) the LADWP's net metering regulations which are unique in the state and hamper the deployment of ratepayer-installed PV projects.
Everyone who is interested in LADWP ratepayer access to solar rebates, should attend this meeting. Furthermore, they should contact their local Neighborhood Council to coordinate their participation.
